LTC (Travel Allowance) Full details :: Changes have been made in the leave travel allowance (LTC) given to Central Government employees for travel to their hometowns or other parts of the country. There are new rules for the right to air travel for Level 6 and 8 officers of the Pay Matrix. Leave Travel Concession (LTC) is granted to Central Government employees for traveling to different parts of the country and home. The number of valid travel visits is two. This is made available every four years. An "All India Visit" can be taken from the home visit if required. LTC is not available for employees whose spouses work in Indian Railways.
LTC (exemption from travel exemption) The following conditions are also to be considered:
No daily allowance for travel by LTC.
All incidental expenses incurred in local travel will not be reimbursed.
Compensation under LTC is valid only for public sector travel in government vehicles or corporation vehicles.
If the journey undertaken is between places not connected by public transport, the employee will be allowed a refund in accordance with his entitlement to the transfer journey. The maximum limit for this same desire, however, is 100 km covered by a private transport vehicle. The employee must self-certify the claim and submit it. All costs beyond the upper limit will be borne by the employee.
Under LTC, travel by premium, premium instant or convenience trains will be allowed. Tatkal or premium Tatkal charges are also reimbursed for LTC purpose.
Flexi fares applicable to Shatabdi, Rajdhani or Duronto trains will be allowed if traveling on LTC by these trains. This component of dynamic fares will not apply if a non-eligible government employee travels by air and then makes a claim.
O.M. The rules will come into effect from July 1, 2017.
It has been demanded many times that the benefit of LTC can be availed, especially for visiting "All India". The LTC is also requested to extend to foreign countries.
Employees working on the islands have made requests to split the hometown LTC so that family visits are possible once a year. Officers working in Shastra Seema Bal (SSB) have requested the Central Armed Police Force (CAPF) for the additional LTC offered.
Railway employees and officials whose spouses are railway employees have indicated that there are many places that are not connected to the railways and visits to these places cannot be scheduled due to the availability of LTC. Hence, it was requested to allow the necessary changes to reduce this issue.
Requests were made to split the home LTC for employees posted in island regions like Ladakh, North East and Andaman, Nicobar and Lakshadweep. This will help employees meet their families more often.
Demand for protected defense forces in altitude, area and CIPS regions was also raised to provide additional free railway and field rent. It was also requested to go to CAPF and extend it to Indian Coast Guard.
