RTE એક્ટમાં કેટલીક મહત્વની જોગવાઈઓ છે, જે ભારતના શિક્ષણ વ્યવસ્થાને વધુ સર્વસમાવેશક બનાવે છે:

• 6 થી 14 વર્ષની વયના બાળકો માટે મફત અને ફરજિયાત શિક્ષણ – કોઈપણ બાળક શિક્ષણથી વંચિત ન રહે.
• ખાનગી શાળાઓમાં 25% અનામત – ગરીબ અને પછાત વર્ગના બાળકો માટે વિશેષ સીટ અનામત રાખવામાં આવે.
• શિક્ષણની ગુણવત્તા સુધારવી – શાળાઓને યોગ્ય સુવિધાઓ અને યોગ્ય શિક્ષણ પદ્ધતિઓ અપનાવવી ફરજિયાત છે.
• જાતિ, ધર્મ કે લિંગના આધારે ભેદભાવ નહિ – તમામ બાળકો માટે સમાન શિક્ષણની સુવિધા.
• સ્થાનિક સંસ્થાઓ અને સરકારની જવાબદારી – RTE અમલ કરવા માટે કેન્દ્ર અને રાજ્ય સરકારના પ્રયાસો.

3. નબળા અને વંચિત જૂથ માટે વિશેષ જોગવાઈઓ

RTE એક્ટ 2009 હેઠળ, નીચે દર્શાવેલા વર્ગોના બાળકો માટે ખાનગી શાળાઓમાં 25% સીટ અનામત રાખવામાં આવે છે:

• આર્થિક રીતે નબળા વર્ગ (EWS) – જેની આવક નક્કી કરેલા માપદંડ કરતા ઓછી હોય.
• વંચિત જૂથ (DG) – સામાજિક રીતે પછાત જૂથ જેમ કે SC, ST, OBC, વિધવા માતાના બાળકો, ફિઝીકલી હેન્ડીકેપડ બાળકો, વગેરે.
• ફૂટપાથ કે ઝુપડપટ્ટી વિસ્તારમાં રહેતા બાળકો – જેનો સ્થાયી રહેવાનો કોઈ નિશ્ચિત આધાર નથી.

4. ધોરણ-1 માં મફત પ્રવેશ માટેની પ્રક્રિયા

અરજી પ્રક્રિયા:

• ફોર્મ ભરવું – RTE પોર્ટલ અથવા શાળાના ફોર્મ દ્વારા અરજી કરો.
• દસ્તાવેજો રજૂ કરવા – આવક પ્રમાણપત્ર, આધારકાર્ડ, જન્મ પ્રમાણપત્ર, અને રહેઠાણનો પુરાવો જરૂરી છે.
• લોટરી સિસ્ટમ દ્વારા પસંદગી – જો વધુ અરજી હોય, તો લોટરીથી પસંદગી થાય.
• પ્રવેશની પુષ્ટિ – પસંદ થયેલા બાળકો શાળામાં દાખલ થાય.

5. અરજી પ્રક્રિયામાં આવતી મુશ્કેલીઓ અને તેનું સમાધાન

શાળાઓ તરફથી વિરોધ – કેટલીક ખાનગી શાળાઓ અનામત સીટ આપવા તૈયાર નથી.
અજાણકારી અને દસ્તાવેજોની અછત – કેટલાક ગરીબ પરિવારોને પ્રક્રિયા અંગેની જાણકારી નથી.
સરકારના પ્રયાસો – આ બાબતોને પહોંચી વળવા માટે, શૈક્ષણિક કેમ્પ, ઓનલાઇન અરજીઓ, અને વિતરણ કેન્દ્રોની વ્યવસ્થા કરવામાં આવી છે.

6. RTE એક્ટની અમલવારી અને પ્રભાવ

RTE એક્ટને કારણે શાળાઓમાં સામાજિક સમાનતા વધવા લાગી છે. ગરીબ બાળકો હવે અંગ્રેજી માધ્યમ અને ખાનગી શાળાઓમાં અભ્યાસ કરી શકે છે, જે પહેલાં માત્ર ધનિક વર્ગ માટે ઉપલબ્ધ હતું.

7. RTE એક્ટ 2009 ની સપલતા અને નિષ્ફળતાઓ

સફળતાઓ: ગરીબ અને પછાત વર્ગના બાળકો માટે શિક્ષણની સુવિધા મળી.
શાળાઓમાં વિદ્યાર્થીઓની સંખ્યા વધતી ગઈ.
છાત્રછાત્રાઓની શૈક્ષણિક ગુણવત્તામાં સુધારો.
