The government is mulling to drop the DoPT letter and to implement the commitment, which was made by FM Arun Jaitley to hike the pay of lower-level employees.
New Delhi: The officials of the Ministry of Finance associated with the incremental process told the Sen Times on the condition of denial that no outstanding payment will be given to the Central Government employees on increments.

He said, "The government is committed to the responsibilities of the Finance Minister on the assurance of the increase in the salary of the lower level employees before the suggestion of Seventh Pay Commission, which will be paid from April."

"This is an important payment for the financial impact of lower level employees, but no increments will be given on increments and Finance Minister Arun Jaitley will keep it near the cabinet at the beginning of April."

The lowest earning Central Government employees get Rs 18,000 in January 2016, as the 7th Pay Commission demanded a minimum wage from Rs 7,000 to Rs 18,000 per month, while the maximum salary was fixed at Rs 90,000 to Rs 2.5 lakh. Basic salary and recommendations of 6th Pay Commission got approval for the Cabinet, which is June 29, 2016.

The leaders of union government employees' unions argue that the current minimum wage is not enough to stay at Rs 18,000.

He said that increasing the minimum wage can increase the gap of salary, the salary difference between the highest pay and minimum minimum wage in the recommendations of the 7th Pay Commission is 1:14, which was 1:12 in the 6th pay scale.

All Pay Commission except the 7th Pay Commission made the difference between the low paid employees and the top officials of the second pay commission, 1:41 ratio sixth pay commission 1:12.

In view of the salary gap, union government employees' union demanded Rs 18,000 for 26,000 for the minimum wage and they demanded increase of factor factor from 2.57 times to 3.68 times.

Accordingly, he threatened to go on an indefinite strike on July 11, 2016 increments.

The unions had closed their indefinite strike on 30 June 2016 after assurances on the main demand of Finance Minister Arun Jaitley through a high level committee to increase their salary and fitment formula.

Therefore, the government constituted the National Discrepancy Committee (NAC) in September 2016, instead of a high level committee to resolve the salary inconsistencies.

NAC could allow 2.5 million times the fittant factor by increasing the 3.00 times the minimum payment of Rs 21,000. Meanwhile, the Department of Personnel and Training (DoPT), while issuing a letter on October 30 last year, said that the demand for increasing the minimum wage and order formula is not considered as an anomaly, so it does not come with NAC Radius of

However, Jaitley assured in the Rajya Sabha on July 19, 2016, "After discussions with all stakeholders, the government will consider hiking pay in addition to recommendations of the 7th Pay Commission."

Therefore, sources of DoPT said that the proposal for hike in the salary of low-level employees can be approved by the finance minister because they promised for this.

Officials of the finance ministry also said that the government is thinking of leaving the DOPT letter and implementing the commitment, which was made by FM Jaitley to increase the minimum wages of the employees.

According to FM commitments, he said that the salary of central government employees will be increased by the salary matrix level 5 but no outstanding payment will be given to the employees on the salary increase.
